eMPower Millis is a Community Energy Aggregation (CEA) program that is being implemented by the Town of Millis. This no obligation program focuses on improving the price, rate stability, and amount of renewable energy in your electricity supply for Millis residents and businesses that were receiving Basic Service from Eversource prior to the program launch. This program began in January 2021 and continue through December 2023. Note that future savings cannot be guaranteed because future utility Basic Service rates are unknown.
This video presented by Craig Gibbons, Chair of the Millis Energy Committee, explains the benefits and basic information about the program.
With eMPower Millis, Eversource will continue to deliver electricity and manage all electricity billing. The only change will be the source and cost of your electricity supply, chosen by the town of Millis through a competitive bidding process.
Goals of the eMPower Millis program
Competitive, Stable Price
Using strategic purchasing, combined with the bulk purchasing power of thousands of households and businesses in the program, eMPower Millis provides competitive, stable rates. Please note, savings compared to Eversource Basic Service cannot be guaranteed because Basic Service prices change every six months for residential and commercial customers and every three months for industrial customers.
Support Renewable Energy Resources
eMPower Millis’s standard and optional products include more Renewable Energy Certificates (MA Class I), than required by the Commonwealth. This means you can support the growth of renewable energy generation in our region.
Increased Choice and
The program offers 4 different options for electricity supply so that everyone in Millis can find an option that fits their budget and climate goals.
Participants in eMPower Millis may leave the program at any time without penalty.
Solar Electricity Consumers will continue to receive their net metering credits while participating in the program.
Budget Plan or Eligible Low-Income delivery rate consumers will continue to receive those benefits from the utility.
eMPower MIllis has a default option, called Millis Regular, which has five (5) percent more Renewable Energy Certificates (RECs) than required by the Commonwealth. Participants in the program receive Millis Regular unless they affirmatively choose one of the other electricity options.
Products described as Green contain Renewable Energy Certificates (MA Class I RECs) above that required by the Commonwealth and come only from solar, wind, anaerobic digestion and low-impact hydro located within New England.
All of the additional RECs included in the program are designated as Massachusetts Class I. RECs are the accepted legal instrument used to track renewable energy generation and to substantiate claims of renewable energy use. Learn more about the RECs that are included on the Renewable Energy page.
eMPower Millis options will be available to all residents and businesses in Millis from January 2021 to end of December 2023.

How to Participate in eMPower Millis Program
Most residents and businesses in Millis already participate in the eMPower Millis program. Check your electricity bill to see if you’re one of them: the Supplier should be listed as Constellation – Millis. If Eversource is still listed as your supplier, you may complete the enrollment form to sign up for eMPower Millis. If a different supplier is listed, contact that supplier to check for penalties or termination fees that they may charge before you join the eMPower Millis program.
Participation in the eMPower Millis program is voluntary: you can leave the program at any time without fee or penalty.
The program will periodically send Customer Notification letters to new or newly eligible electricity customers, which includes the program details, information about product prices, and renewable energy certificates.
